The impact of PM e-Vidya ISL (DTH Channel 31) on the learning outcomes and academic achievement of Rajasthani hearing-impaired students was assessed in this study. Data were gathered from 80 hearing-impaired students (grades 6–10), 35 teachers, and 72 parents in 12 schools using a descriptive survey design. Channel access, usage patterns, academic performance, instructional quality, and broader learning outcomes were evaluated using three validated instruments. The findings showed that 52.5% of students regularly watched DTH, and 80% of students had access to it.
