Author Support Transparency

APC Waiver and Discount Policy for Responsible Publishing Support

UnivColl Publications provides a transparent framework for considering Article Processing Charge (APC), publication fee, book chapter fee, edited volume fee, conference proceeding fee and related scholarly publication support requests in eligible cases. Waiver or discount consideration is an administrative author-support process and does not influence editorial decisions.

Policy Scope Journals, books, chapters, edited volumes and proceedings
Review Method Case-by-case administrative assessment
Editorial Safeguard Payment or waiver status does not influence decisions
Guarantee Status No guarantee of waiver, acceptance, indexing or ranking
Purpose of the Policy

Author Support Without Compromising Editorial Integrity

The purpose of this APC Waiver and Discount Policy is to explain when and how authors may request financial support for publication-related fees charged by UnivColl Publications. The policy supports transparency for authors, institutions, editors, payment partners and readers.

Publication fees may relate to peer-reviewed journals, academic books, book chapters, edited volumes, conference proceedings, scholarly publication services, metadata preparation, production processing or other clearly communicated publisher services. Any waiver or discount must be confirmed in writing.

Important legal and editorial safeguard

Waiver approval, waiver denial, fee payment or payment delay does not guarantee manuscript acceptance, publication, indexing, citation, ranking, third-party database listing or faster publication. Editorial decisions remain independent and are made according to scholarly merit and publication ethics.

What This Policy Covers

A clear framework for eligible support requests

  • APC waiver and publication fee discount requests.
  • Financial hardship support for eligible authors.
  • Low-resource author, student and early-career researcher support.
  • Institutional collaboration or publisher-approved academic support programs.
  • Partial waiver, full waiver and written discount confirmation.
  • Non-discrimination, editor independence and payment/editorial separation.
Waiver and Discount Support

Who May Request Waiver or Discount Consideration?

Waiver or discount consideration is not automatic. Authors may request support under relevant circumstances, and each request is reviewed according to the publisher’s policy and available support capacity.

1

Financial Hardship Support

Authors may request APC waiver or discount consideration where genuine financial constraints make payment difficult. Requests are reviewed with care and confidentiality.

2

Low-Resource Authors

Authors from low-resource regions, small institutions, independent research settings or unfunded academic environments may request support with appropriate explanation.

3

Early-Career Researchers and Students

Students, research scholars and early-career researchers may request partial or full waiver consideration when funding support is unavailable.

4

Institutional Collaboration Support

Waiver or discount consideration may be available for verified institutional collaborations, scholarly events, special academic initiatives or publisher-approved programs.

Eligibility Criteria

Waiver eligibility is reviewed on a case-by-case basis

  • Genuine financial hardship or absence of institutional/funding support.
  • Author status as student, research scholar, early-career researcher, independent researcher or scholar from a low-resource setting.
  • Transparent disclosure of the author’s institutional affiliation, country/region and funding status.
  • Submission to a journal, book chapter, edited volume, conference proceeding or scholarly publication service managed by UnivColl Publications.
  • A complete waiver request submitted before payment is made and before final publication processing, unless specifically allowed by the publisher.
  • Truthful information and supporting details sufficient for case-by-case review by the publisher/editorial office.
Required Details

What authors should provide with a waiver request

  • Manuscript title, manuscript ID or submission reference number, if available.
  • Name of the journal, book, edited volume, book chapter, conference proceeding or publication service.
  • Corresponding author name, affiliation, country, official email address and contact details.
  • Requested support type: partial waiver, full waiver, discount or institutional support consideration.
  • Brief explanation of financial hardship, funding limitation, student/early-career status or institutional situation.
  • Any relevant document such as student ID, institutional letter, funding denial, scholarship status or self-declaration, where applicable and reasonable.
  • Declaration that the information provided is true and that the waiver request is not intended to influence editorial review.
Application Process

How Waiver and Discount Requests Are Considered

The waiver process is designed to be fair, documented and separate from editorial assessment. Authors should submit complete information early so that the publisher/editorial office can review the request before issuing final payment instructions.

01

Submit Waiver Request

The corresponding author should submit a written waiver or discount request to the official publisher/editorial office email or through the instructed support channel.

02

Administrative Screening

The publisher office checks whether the request contains required details, supporting explanation and the correct manuscript or publication reference.

03

Case-by-Case Review

Each request is considered individually according to publisher policy, author circumstances, publication program, available support and applicable ethical safeguards.

04

Decision Communication

The author is informed whether a full waiver, partial waiver, discount, revised payment instruction or no waiver is approved.

05

Editorial Independence Maintained

The waiver decision remains separate from peer review, editorial recommendation, acceptance, rejection, publication timeline and indexing or citation outcomes.

Partial and Full Waiver

Difference Between Discount, Partial Waiver and Full Waiver

Any waiver, discount or revised payment amount should be confirmed through official communication. Verbal discussions, informal messages or unsupported claims should not be treated as approval unless confirmed by the publisher/editorial office.

Partial Waiver / Discount

Reduced payable fee

A partial waiver or discount reduces the applicable APC, publication fee or service fee by an approved amount or percentage. The author remains responsible for paying the remaining confirmed amount within the stated payment timeline.

Full Waiver

No payable fee for approved case

A full waiver removes the payable APC or publication fee for the approved manuscript or publication service only. It is not automatic, not transferable and does not create any guarantee of acceptance, indexing, ranking or future waiver approval.

Recommended request time At submission or before final payment instruction
Review basis Case-by-case administrative assessment
Automatic approval Not guaranteed
Editorial effect No influence on acceptance or rejection
Decision authority Publisher/editorial office
False information Waiver may be cancelled
Editorial Independence

Payment and Waiver Status Never Controls Editorial Decisions

UnivColl Publications maintains a clear separation between business/payment administration and editorial decision making. Editors and reviewers should evaluate submissions according to scholarly merit, journal scope, research integrity, originality, ethical compliance and peer-review standards.

Authors requesting waiver or discount support will not be treated unfavourably because of the request. At the same time, waiver approval does not provide preferential treatment, faster review, guaranteed acceptance or any advantage in editorial evaluation.

Core safeguards and limitations

  • Waiver approval does not guarantee manuscript acceptance, publication, indexing, citation, ranking or third-party database listing.
  • Payment, non-payment, waiver request, waiver approval or waiver denial does not influence peer review or editorial decision making.
  • Editors, reviewers and editorial board members must remain independent from payment or waiver approval decisions.
  • Authors requesting waiver or discount support must not face discrimination in editorial assessment.
  • False, incomplete or misleading information may lead to cancellation of waiver approval, revised invoice, withdrawal of support or further administrative action.
  • The final decision regarding fee waiver, discount or payment support rests with the publisher/editorial office according to applicable policy and case facts.

APC Waiver and Discount FAQ

These answers explain how waiver requests are handled while protecting editorial independence and author-support transparency.
