Expression of Concern Notices

UnivColl Publications publishes Expression of Concern notices when a published scholarly record requires a visible reader alert while an investigation, institutional review or editorial assessment remains pending, incomplete or inconclusive.

Policy Overview

A Responsible Alert Before Final Editorial Outcome

An Expression of Concern is not a retraction, correction, accusation or final finding of misconduct. It is a transparent editorial notice used when the publisher has a responsibility to alert readers that serious questions about a published item are being assessed.

The purpose is to protect the integrity of the scholarly record, maintain fairness to authors and institutions, and ensure readers are not misled while a matter remains unresolved.

Core Position

No premature judgment. No hidden record change.

UnivColl Publications aims to ensure that any concern notice is factual, proportionate, visible, linked to the article, and updated after conclusion of the relevant review. Authors will normally be given an opportunity to respond unless legal, ethical, safety or institutional restrictions prevent immediate communication.

When a Notice May Be Issued

Circumstances Requiring Reader Alert

The publisher may publish an Expression of Concern when a matter is serious enough to require public transparency, but the available evidence or investigation outcome is not yet sufficient for a final correction, retraction or resolution notice.

Trigger

Unresolved Evidence About Reliability

Credible concerns suggest that the findings, data, images, citations, authorship, peer-review history or ethical approval record may require investigation, but the available evidence is not yet sufficient for correction or retraction.

Trigger

Ongoing Institutional or Editorial Inquiry

A research institution, employer, editorial board, publisher or other responsible authority is reviewing concerns and the final outcome may take a considerable period of time.

Trigger

Potential Research or Publication Misconduct

Allegations may involve plagiarism, data fabrication or falsification, image manipulation, citation manipulation, undisclosed conflicts of interest, duplicate publication or peer-review manipulation.

Trigger

Reader Protection During Investigation

The notice may be issued to alert readers that a published record is under review while avoiding premature conclusions about authors, institutions or research results.

Editorial Workflow

How Concerns Are Reviewed and Communicated

The process is designed to be fair, documented, proportionate and protective of the scholarly record. The publisher does not use concern notices as punishment; the notice exists to inform readers during a pending or unresolved review.

01 Process Step

Concern Received and Logged

The concern is recorded with article title, DOI or URL, journal name, volume, issue, publication date, complainant details where available and supporting evidence.

02 Process Step

Preliminary Editorial Assessment

The editor or publication ethics team assesses whether the issue is minor, correctable, already resolved, or significant enough to require formal investigation.

03 Process Step

Author and Institutional Communication

Corresponding authors and, where necessary, co-authors, institutions, reviewers or research integrity offices may be contacted for clarification and documentation.

04 Process Step

Notice Decision

If readers need to be alerted before the investigation is complete, the publisher may issue an Expression of Concern linked to the original article.

05 Process Step

Final Outcome Update

After investigation, the notice may be followed by a correction, retraction, removal in rare cases, notice withdrawal, or a statement that the concern has been resolved.

Notice Content

What an Expression of Concern Should Include

A notice should be specific enough to help readers identify the affected record and understand the concern, but it should not publish unsupported allegations, confidential review material, private personal data or defamatory conclusions.

  • Clear title: Expression of Concern
  • Full article title and journal title
  • Author names, volume, issue, pages and publication date
  • DOI, article URL or other permanent identifier where available
  • Brief factual reason for concern without defamatory or premature conclusions
  • Statement that an investigation or review is pending, ongoing or inconclusive
  • Date of notice publication and responsible editorial office
  • Link from the notice to the article and from the article to the notice
  • Final update or replacement notice when the matter is resolved
Final Outcome Options

How a Notice May Be Resolved

Once the investigation or review is complete, the publisher will update the public record with an appropriate outcome. The original article, notice and any later correction or retraction should be cross-linked where technically possible.

Outcome

Correction

Used where the article remains part of the scholarly record but specific metadata, text, figure, table, funding, conflict-of-interest or interpretation information requires correction.

Outcome

Retraction

Used where findings are unreliable, serious misconduct is established, duplicate publication is confirmed, or the article should not be relied upon as part of the scientific record.

Outcome

Notice Resolution

Used where the investigation resolves the concern without correction or retraction, or where sufficient clarification is published for readers.

Outcome

Rare Article Removal

Used only in exceptional situations such as legal order, privacy risk, unlawful content, serious harm risk or copyright breach, while preserving a public record where appropriate.

DOI and Metadata Transparency

Linking the Notice to the Article Record

Where an article has a DOI or other persistent article page, the Expression of Concern notice should be connected to the article record. The article page should clearly alert readers that a notice exists, and the notice should point back to the original article.

If metadata services are used, the publisher should update the record after correction, retraction or other substantial status change so that readers, libraries, indexing services and citation systems can identify the current publication status.

Rights and Responsibilities

Fair Handling for Authors, Readers and Complainants

Concern handling must protect the public record while respecting due process, confidentiality, author response rights and institutional responsibilities.

Authors

Opportunity to Respond

Authors may be asked to provide source files, ethics approval documentation, data availability information, authorship clarification, image files, conflict-of-interest disclosures or other evidence relevant to the concern.

Complainants

Evidence-Based Reporting

Readers, reviewers or institutions raising concerns should provide precise article details, factual explanation, supporting evidence and any relevant correspondence. Anonymous concerns may be considered when supported by verifiable evidence.

Editors

Documented Editorial Judgment

Editors should avoid conflicts of interest, document the assessment, protect confidential material, seek expert advice where required and ensure that any public notice is proportionate and accurate.

Report a Concern

Send a documented publication concern to the editorial office.

To help the publisher assess a concern fairly, please include the journal name, article title, DOI or URL, publication date, clear description of the issue, supporting evidence and your contact details where possible. Payment status, author identity, institutional affiliation or nationality will not determine the editorial outcome.
